Why are there two silhouettes on one sheet?
At one sixth scale the useful drill is the transition between two targets, not the group on either one.
What distance does 1/6 scale simulate?
At 7 yards each silhouette subtends what a full-size target does at 42 yards.
How should I print it?
At 100% / actual size on A4 or US Letter, so each silhouette is a true 75 by 125 mm.
